XP Theming

I've seen many people with themes that has a little bar near the bottom with icons there but I still don't know how to get it there. What program is it that you guys use?

well im sure its something to do with windowsblinds? or maybe litestep..i have a windowsblinds skin in my desktop down below

It's called Y'z Dock. Hunt around for it, the maker stopped distributing after Apple served him a Cease and Desist warning.

It's also a feature in some Style XP themes. For example, take www.jonmega.com/~iceman for example.
