Custom TFC Question

Well i've seen in some screenshots some people have like the timeleft in the round and some other time like on the side of the window and its like glowing. My question is how do you do that? is it a command or just some script?

Also like how in the top left it shows the score and where the flag is.

And no program shows were the flag is, just it's status(carried, dropped, etc)
