Ok i have a Radeon x800 GTO vid card, 3500 amd64, 1 gig ram etc
here is the problem i'm having: In tfc I get low fps/performance 30-50fps while d'ming. When i play CS:S i get 100+fps.
I have the default rates for almost everything and the latest cata drivers.
I did a bit of reasearch and thread searching but came up short every time.
Can anybody get me in the right direction here to make tfc more stable

Does TFC still run in open GL mode? That might be your problem. ATI cards are better at direct x, nVidia does better at open GL. If you have a choice, set it up to use direct X.
Other than that, I have nothing to offer.

hl1/mods should always be ran in opengl no matter the card. ok except if youre still on voodoos and whatnot!
rates shouldnt be default if youre on broadband, but i dont think that would mess with your fps.
turn vsync on and set your fps_max to whatever your refresh rate is. cats drivers have a refresh override for 3d applications built in and it works great. so if you want to up it for games you can. as long as your monitor supports it for your in-game resolution. lcds are a bit different though.
then try:
cl_cmdrate 100 (this you can play with, but 100 is good for broadband)
cl_updaterate 35 (TFLs max)
ex_interp 0 (leave this at 0 and it will adjust automatically)
rate 10000 (TFLs max)
