well, i got my answer today.. here it is, an email direct from them...

i sent them a reply that i was going to be reporting their advertising as 'misleading and wrong' to the Federal Trade commission for the manner in which this 'promo' was handled. maybe i can finagle a freebie outta these cheap bastards.. told 'em i was a dealer too, and i was pissed at the way this was handled.. enough people write back 'how pissed they are' the better the odds of us getting them to live up to it..

They 'advertised' what exactly? Nothing tangible that I'm aware of. They "offered" to send you free "information to help clarify Microsoft® Windows Desktop Licensing", and you said "yes, send me that". And according to the email they sent, they've done that, it's in the link enclosed in the email. The means of transmission of said information is secondary to the issue. You could argue that it's misleading of them to get you to pony up personal information in the hopes of getting something FREE, but the essence of the deal was a request for information, not a trinket, and they've lived up to their original offer to give you valuable and probably scintillating licensing boilerplate.

You're out nothing. Your email to the FTC won't get past the 'Deleted Folder'.
