yahoo widget engine for the weather, super sumo xml desktop for the shortcuts, and im not sure about the small icons, unless they were just placed in the quick launch toolbar

u could get some prog that changes your icon size, like style xp, to change the icon size.

Or just make them that small, lol.

Also, if you want weather, you could try a weather skin on rainmeter (i use rainmeter for my system stats)

the posts seem to be out of order somewhat but it's all there. look for his (SuperSumo's) latest link in that thread for the most up-to-date version. just about every question you might have is likely covered by either SS's or fuble bass's tutorial (both are included in later versions) and within the thread itself.
