ok... So whenenver the power goes out in my house, my computer won't turn on again. Usually i have to move the plugs around on my surge protector and put them in different places, then usually it turns on. I don't know why it does this for any reason, i have a surge protector and it tells me if the power surges and usually it doesn't.

specs:
MSI Motherboard
two 200 gig drives with raid 0
500 W power supply, i can't remember the brand...
2 gb corsair ram
Nvidia geforce 6800 ultra

i guess that's all thats important? i don't know, it's been a while since i named everything on my pc so i forget a lot of the specs. thanks in advance

Unplug the power strip for 20 seconds should have the same effect. For some reason the pc isn't recognizing it has power which could be as simple as crimped power cables or a loose psu cable. Check those first then we can talk about hardware further.
