run option disabled?

i just formatted and now run isn't an option in my startmenu

It was there at first..i ran msconfig..restarted and its gone.

how do i get it back?

i dunno how you can get it back, but you can access stuff like regedit, msconfig, etc by going to task manager and hitting file > new task

Right click on the start menu and go to Properties> Start Menu Tab>Customize>Advanced Tab>Scroll down, check box for Run command.
