So my roomates laptop is ancient and is dying. He knows little to nothing about computers and asked me to build one for him. We are med students who are greatly in debt, so cost is what we are going for here. He uses the computer for music, school (watching lectures and typing stuff), and the most CPU intensive game I have seen him play is Civ 2 or risk. So no need for a great video card or tons of ram. This is what I came up with so far. I would like any changes you suggest (regarding price especially) and a suggestion for a decent monitor as well (LCD under 200).

I would go an AMD route instead of Intel, especially if you are getting the previous generation of processors. The Athlon64 beat out the previous generations of Intel processors pretty handily for the past few years (until Intel's Core2Duo).

I will have to disagree with Milos to get a cheaper case. If you get a cheaper case you generally have to buy one with a shitty power supply, or with none at all...which leads to buying a [as I always recommend] good power supply, which will probably cost you around $100+ for both of them anyway.

If you can give a specific budget it would make this a bit easier, saying 'we are in debt' may mean $1000, $500, etc. Just give a number +/-$50 and I can see what I can do.
