I'm the GM of a bar and I have a mailing list I send monthly events and what not too. Up until this point, our emails are just text. I'm interested in creating an HTML email that I can use for future messages. Anybody here make anything like that?

I will make an HTML email for $40.
haha just kidding I don't know a lot about that. I'd say spend a few hours playing around with the formatting and chances are you could come up with something good enough for what you need. No one likes fancy-pants formatted emails with attached graphics and shit anyway.

you could just make a basic layout with tables.

Sounds like what you want to do is jazz up your e-mailings a little bit beyond just text. However keep in mind that not everybody sets up their box to accept HTML formatted messages or images in e-mails.
If you have patience you can go through http://www.webmonkey.com/webmonkey/authoring/
There are some basic HTML tutorials there for making tables etc., which for your purposes will let you easily format your e-mail layout without putting too much extra stuff (read: crap) in it. If people choose to view your e-mails as text, then keeping it simple will at least make the e-mail readable as text only.
EDIT: Even if somebody made a template for you, you would need to be able to have a basic understanding of the HTML in order to edit it for future mailings. So IMO learning some basic HTML would be more beneficial for your purposes.
