Graphic Sites

I am trying to find one of those sites where you can pay X dollars to have a professional artist create whatever you want? For example, if I wanted to have a landscape with cliffs made, I could order that and they'd produce it for me.

I can't remember where I saw that site from and I can't think of a good way to google for it, lol.
